RMS at -18 to -23.  Analyze > Contrast.  Audacity 2.0.6 only. Fix with:

-- Compressor:  
	Threshold -20
	Noise -40
	Ratio 2:1
	Attack 0.2
	Release 1

Run Normalize again.

Test all three values again and listen to the work.
